The "Time Loss Phenomenon," causes all living beings on Earth to be temporarily turned into statues. During Time Loss, only certain humans -- "Recievers" -- can remain active, and they witness the terrible reality of what's happening: otherworldly monsters are attempting to breach the human dimension. First year middle school student Futaba Sorano and her friend are in the middle of a tennis match when all of a sudden a fish-like monster appears out of the sky. Stories about the "chairudo". The title of the series is written with kanji which mean "small-kind-people", but Ogino gives them unusual readings so that it becomes a clever pun for "child". Chairudo are childlike people (even when they have become adults) with each an exceptional supernatural gift, a power. Some are "firestarters" for example. The main character, Hinagata Heiji, looks like a loser, but looks are deceptive. He has the uncanny ability to bring to life every inanimate object by bringing the object in touch with his blood. He wanders around, enlisting himself in a school from time to time (after all, he looks like a child). But every "chairudo" has got its own territory and conflicts between them, especially about the females, are numerous.

He is tired of his lifestyle. For fun, he goes to see a "Trip Movie" that allows him to see the dream of his choice. When he saw his "dream", he saw his memories of when he was the notorious Space Pirate Cobra. However, he didn't know that was his memories. As he is going home, he meets up with someone who had a grudge with him. There is a little scuffle, and learns that he actually has a laser gun on his left hand.
