The sun's rays enter the city of light, as various stories unfold: Bright, dark and harsh; a story filled with people from whom you'd want to avert your eyes. Yet, it's close to reality; so maybe it's true to humanity. Like an old bond between a boy and a girl, a friendship is born between girls who rarely speak to each other. A man who dirties his hands for money, and the girlfriend who waits for him to come home.

After the sudden death of his father, a young master realizes that he cannot escape the repercussions of his father's odd behavior. Kougami Shinya and his colleagues are part of the governmental agency that apprehends individuals deemed lacking under the PSYCHO-PASS standard. His agency are actually comprised of individuals who were once found to be problematic for society. They are now the dogs of the government.

Story 01: Kaine - Shinogu awakens from a coma in a hospital only to find out that his black hair is now long and red. He looks exactly like his famous rock group vocalist twin brother - Kaine. Kaine was part of a group called Endorphines. Apparently someone tried to kill the two brothers off. However, in a car accident, Kaine died on the spot while Shinogu was comatose. In order to let Endorphines continue, their manager has forced Shinogu to take over his brother's place, hoping no one will know the difference. But will they? Kaine's best friend, Die, starts to suspect the fake-Kaine. Meanwhile, one by one, the fans of Endorphines begin to commit sucide after listening to the groups latest CD.
