From Blu: It's present day, and Archangel Michael is fed up with the pathetic development of the human species. The angels, in their world high above ours, have been given the choice between destroying or preserving humanity. This will be decided by having "Plus Checkers" looking for good points and "Minus Checkers" looking for bad points, and whichever finds 10,000 points first decides the outcome. Chihaya and Kagetsuya are angels who have known each other since their days at military school in Eden, and having taken up opposing sides of this "good vs. bad points" checking system, are teamed together during their stay on Earth. He's one-of-a-kind, unusually powerful in spite of his naive demeanor (much to Kagetsuya's dismay), but set apart from his angel kin...until the Black Cancer strikes the heavenly population, darkening the wings and hair of its victims before spiraling them down into painful death. Tension builds among the angels and between Chihaya and Kagetsuya in particular, and it looks as if the secrets to the salvation or destruction of both Earth and Eden may lie with Chihaya himself. A new discovered 10th planet, called Lametal, will collide with earth on 9th September 1999. While the impact won't affect the giant ice planet critically, earth will be destroyed. Terui Chiaki is well aware that her classmate Ajikawa Yoshio is infatuated with her, despite her lack of interest in him as boyfriend material. Chiaki already has a significant other, so even if he were, it would be a moot point. Their enigmatic teacher, Mr. Yamada, observes this dynamic and presents an experiment: using his ability to create clones of people and objects, he duplicates Chiaki without her boyfriend being included in the copy's knowledge. The clone, named Koaki, is then the object of Yoshio's affections, as he attempts to woo her. Eventually, the original and clone will be remerged and whichever romantic bond is strongest - Chiaki's current boyfriend or Yoshio's newfound love - will assume dominance. Initially skeptical, both Chiaki and Koaki gradually begin to feel a stirring of emotion as they witness Yoshio's persistent pursuit.
The story is set in a dystopian alternative universe where any kind of substances able to alter the state of mind is legalized and available to be consumed at home or in designated places called Pomp Bar. These products, once considered very dangerous, are now advertised on TV and the bartender choose those ones more suited to their customers or serve them his special cocktails. When the Pompies movement obtained the liberalization of the drugs it seemed a historical meaningful change destined to improve the world, a dream realized in a manner to radically affecting the way of life of humanity.But several years after the situation isn't so better, or perhaps the humanity is just adapted to the new situation. In a world where all feeling are artificials and where everyone is a potential drug addicted, nothing is really changed: the excess is near at hand and very few substances are considered dangerous and put under a strict control by a hygiene office which has full power on the drugs addicted who are in extreme condition. The main character is Kabu, a little peddler and heavy addicted. Used to any kind of hallucinogenic trip, he is able to feel the happiness through the ecstasy of the drug, while on the same time hypocritically hating who gave born to that society which has forced him to the excess. After an overdose caused by mixing two incompatible drugs, he spends his days looking for stimulants until the encounter with an enigmatic man who offers him a new kind of illegal substance:Ultraheaven From that moment his incredible journey begins, where dream and reality are fused in an undivided world, causing him hysterical or joyful reactions and unrestrained pains.
