Following their parents' divorce, the Ikeuchi family dwindled to only two members: college student Masaki and his younger sister Minami. Their mother remarried, and their father vanished. Kaiji takes 3 million yen from Sakazaki, promising to pay it back, and plays a variant of mahjong called "17 Steps" invented by Muraoka.
